Update: Membership Standards

As you may be aware, there has been a great deal of internal and external dialogue lately over a possible change in the BSAs Membership Standards as it pertains to sexual orientation. By way of a reminder, here is our current Membership Standards statement for the National BSA.

"While the BSA does not proactively inquire about the sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or engage in behavior that would become a distraction to the mission of the BSA"

A resolution will be put forward on May 23 at the Annual Meeting that will address these standards. Our Council will be a part of the vote on the resolution. To assure our votes are representative of our Council's opinions we are asking you to check on the link below and complete this very brief survey.

The Colonial Virginia Council wants to hear what you have to say. Your opinion is important to us. The comments you provide today will be shared with the National BSA however, we will not release your personal information without permission to do so. Your name and email address is ONLY collected to eliminate the possibilty of duplicate entries or those from outside of our council, your responses will not be attached to your name in the results summary that the Council sees.

In addition to the Online Survey, in order to further gauge the opinions of our Council; Several Volunteer-Led Informational Sessions will take place. Our Council Commissioner, Mike Fry has volunteered to provide an Informational Session including Question & Answer (pertaining only to the matter at hand) at the following times and locations for our registered leaders and parents OF COLONIAL VIRGINIA COUNCIL SCOUTS only:

Saturday, March 23rd

In Newport News City Center

City Center Fountain Plaza Two

700 Town Center Drive

Newport News, 23606

Beginning @ 10:00am

AND AT

Yorkminster Presbyterian Church

6218 George Washington Memorial Highway,

Grafton, VA

Beginning @ 2:00pm

Sunday, March 24th

American Legion Post 73

935 Armory Dr.

Franklin, VA 23851

Beginning at 2:00pm

It is our hope that through these informational sessions, parents and leaders are more informed about decisions being talked about and how the process will work, lessening the possibility for rumor and assumption.

In addition to the Online Survey and the 3 informational sessions for a chance to be heard on the local level, The National Council has included a formal Survey in their Spring edition of their "Voice of The Scout" Survey. The link for that Survey is also included below. We want our Council to be well informed AND heard on the topics at hand and we appreciate your help in serving all of the Colonial Virginia Council to continue to impact the youth of Hampton Roads positively.

100% Direct Contact Leaders Trained by December 31, 2013

100% Direct Contact Leaders Trained by December 31, 2013

In March 2012, the executive board of the Colonial Virginia Council voted to make training

mandatory for all top leaders for the 2012 charter renewal. At the same time, they voted to make

training mandatory for all direct contact leaders for the 2013 charter renewal. To be considered

trained each leader is required to complete the following:

• Youth Protection Training (Every 2 years)

• Position Specific Training

• Introduction to Outdoor Leadership Skills (Boy Scout Leaders Only)

In response to these requirements and several updates from the Council Training Committee,

many leaders have updated their training records or have taken the necessary training to be in

compliance.

As units work through the recharter process, we want to remind all leaders of this requirement,

and the importance of having trained leadership to improve our programs for the benefit of all

scouts. All unit recharters received by the Council will go through a screening process to ensure

that every direct contact leader has indeed been trained. Units that do not meet this requirement

will be placed on hold, and will have 60 days to pursue one of the following options:

• Ensure that the direct contact leaders who have been flagged as untrained, complete the

required courses that are available during the 60 day holding period and get registered for

any required trainings not offered during that 60 days (Many trainings are available

online at myscouting.org.)

• Change the registration for those flagged as untrained, to a position not designated as

direct contact (i.e. Committee Member or Unit College Scouter Reserve) until such time

as these individuals have taken the mandatory trainings for their position. It is important

to note however that we cannot charter units without the minimum requisite leadership

positions for each program, so be sure you understand these requirements before pursuing

this option.

By living up to this important goal and policy we have committed to having trained leaders

deliver the Scouting program to our youth. The program will get stronger and parents will

appreciate that their children are in the care of adult volunteers who value training and are up to

date on the latest safety concerns and procedures. Thank you for your help in making this

important step toward ensuring that all youth in our programs and their parents can expect 100%

trained leadership.

FAQ

Will my registration drop if I am not Trained by the end of 2013?

Your unit can register you as a committee member if you have not completed the position

specific training. Please note that Cub Scout leaders of all types can complete all position

specific training online at www.myscouting.org.

What if our unit does not have a Trained Scoutmaster and Assistant Scoutmaster by the

end of 2013?

The council will hold your charter until February 28th or until leaders complete training

(whichever comes first.)

What about our young Assistant Scoutmasters away at college or in the military?

Young men 18-20 can be registered at “College Scouter Reserve” position code 92 and only

have to have completed Youth Protection Training.

I have completed training but it is not showing up in council’s records.

If you have completed all of the required training just provide a copy of the training certificate

for the training completed and we’ll correct our records. Let our Council Training Chairman

Dennis Camp know;

bczoo@cox.net or your 757-833-3071.

Please note that Youth Protection Training needs to be completed every two years and can be

done online or with a DVD.

How am I just now hearing about this?

This goal was created in the March of 2012 for full implementation in 2013. The initiative has

been publicized several times through the council’s monthly newsletter, through leader

Roundtable meetings and other meetings and a letter from the Scout Executive to unit leaders.

We have several Assistant Scoutmasters that just cannot take a weekend to attend the

outdoor skills training.

All leaders working with boys on skills development as a Scoutmaster or as an Assistant

Scoutmaster need to complete position specific training. This is too important to put off.

Training is available across several districts at different times of the year. We appreciate the

commitment volunteers have made to Scouting and we trust they will commit to completing

training for their position.

Are you Tougher Than A Boyscout?!

Each week, an elite team of Scouts from across the country, ranging from Webelos Scouts to Eagle Scouts, gathers in the Sequoia National Forest to take on three new (and brave) adults in a battle of brains and brawn. From a software engineer with no Scouting experience, to a real estate agent who was kicked out of the Scouts at age 7, to an entrepreneur with two sons-- these adults are from all walks of life, with all levels of experience. Along the way, they'll be taught some tough lessons and sometimes pushed beyond their mental and physical limits. But, in the end, these men will know the answer to the question, Are You Tougher Than a Boy Scout?

Episode 3: March 18th: Buoy Scouts

John, Marc and Jason are ready to take on a team of elite Scouts to determine if they are in fact, Tougher Than a Boy Scout. All three adults have something to prove: John is an Eagle Scout and wants to find out if all of his years of training still hold up; Marc, also an Eagle Scout, wants to stand up to all of the doubters in his life who believe that he is too slow and overweight to compete; and Jason, who dropped out of Scouting as a teen and wants to honor the Eagle Scout that he never became. The first challenge is a strenuous three-part relay race along Lake Isabella, and the adults have a tough time keeping up against Trent, a high school football player, and Rob, an expert with a bow and arrow. John and Marc are on the chopping block, as their Eagle Scout status holds them to a higher standard. After elimination, the second challenge threatens to halt the competition entirely when a contestant comes down with heat exhaustion. Finally, the last challenge pits the sole adult against Rio in "Sink or Swim"-- a race against time and water to locate three items. Will Rio prove that Scout experience is tougher than life experience, or can the adult rise to the challenge?
